Development of a Theory of Change and a Monitoring, Reporting, Evaluation, and Learning Framework – PMNCH 2026 to 2030 Strategy

Since its establishment in 2005, PMNCH has been working towards contributing to the delivery of, originally the Millennium Development Goals (MDGs), and now the Sustainable Development Goals (SDGs), with a specific focus on women’s, children’s and adolescent’s health (WCAH).

Over these years, PMNCH stakeholders and its governance structures have organized the partnership’s work in a series of strategies, the latest one being PMNCH’s 2021 to 2025 Strategy. As this strategic period comes to a close, the PMNCH Board has requested the PMNCH Secretariat to lead a process of developing the next five-year strategy, namely for the period 2026 through 2030, aligning with the target date of the SDGs.

To support this effort, the Board also commissioned two pieces of work to act as inputs into the strategy development process, namely:

  • External Evaluation of the Partnership for Maternal, Newborn and Child Health (PMNCH) 2021-2025, report for which can be found on PMNCH’s website; and
  • Strategic Priorities Framework to 2030 for the Partnership for Maternal, Newborn and Child Health, a report of which can be found on PMNCH’s website.
These pieces of work, together with the virtual PMNCH Board discussions that took place on 4th of December 2024 (recording and documents available on PMNCH’s website) act as valuable inputs into the process to develop the next strategy.

As part of its deliberations in December 2024, as noted above, the PMNCH Board also instructed the PMNCH Secretariat to ensure that the new Strategy is underpinned by a robust Theory of Change and a clear and practical MRELF.

This RFP is being issued to seek external expert input into developing these two essential aspects of the PMNCH Strategy.
