The Rome Action Plan is a global initiative committed to accelerating research, development, registration, introduction, and uptake of HIV & TB diagnostics and medicines for children living with HIV and/or TB, as well as pregnant and lactating women. The overarching goal is to reduce morbidity and mortality among these highly vulnerable groups.
High-Level Meeting: 3–4 February 2025
This high-level meeting will bring together global health leaders, policymakers, researchers, and faith-based organizations to:
✅ Assess progress on commitments made under the Rome Action Plan.
✅ Identify gaps and challenges in pediatric HIV & TB treatment access.
✅ Strengthen partnerships to accelerate implementation.
✅ Align efforts with global health priorities, including the WHA77 resolution on reducing maternal, newborn, and child mortality and morbidity.
Background & Key Stakeholders
The Rome Action Plan emerged from a series of High-Level Dialogues, first convened by the Vatican’s Dicastery for the Promotion of Integral Human Development in 2016, 2018, and 2020, followed by the Pontifical Academy of Life in 2022.
The dialogues are organized by:
- Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)
- World Health Organization (WHO)
- President’s Emergency Plan for AIDS Relief (PEPFAR)
- Joint United Nations Programme on HIV/AIDS (UNAIDS)
- Stop TB Partnership
- Faith-Based Organizations (FBOs)
- Global health partners
EGPAF and WHO are responsible for tracking progress on the Action Plan, monitoring milestones, and ensuring accountability in implementation.
Strengthening Women, Children, and Adolescents’ Health (WCAH)
The Rome Action Plan aligns with global health priorities, including the WHA77 resolution and broader Women, Children, and Adolescents’ Health (WCAH) efforts. Key areas of impact include:

🔹 Advancing research and innovation to accelerate the development of new medicines.
🔹 Strengthening healthcare systems to expand service delivery.
🔹 Fostering multi-sectoral partnerships, including with faith-based organizations to reach communities in need.
