2009-2013 external evaluation
Overview
In 2013, the PMNCH Board commissioned an external evaluation of PMNCH. Its aim was to evaluate whether PMNCH’s vision and mission, and more generally the underpinning theory of change, were appropriate. The work also aimed to evaluate the PMNCH’s subsequent efforts to achieve its aims and objectives, as set out in the relevant work plans and strategic frameworks, over a five year period 2009 through to 2013, inclusively.
The evaluation focused on the following four core areas:
- Vision, mission and strategy – Relevance of PMNCH’s vision and mission and the adequacy of PMNCH’s strategy in line with its mandate.
- Governance – Level of effectiveness of PMNCH’s governance mechanisms and processes.
- Operations, monitoring and delivery – Adequacy of the operational model and the results.
- Performance and impact – Level of achievement of results, outcomes and the impact of the PMNCH’s actions.
The Board delegated the oversight of the evaluation process to an Independent Evaluation Sub-Committee (IEC), which was composed of eight members nominated by Chairs of respective PMNCH Constituencies. The IEC selected the consultants through an open and transparent procurement process, reviewed the evaluation approach and methodology proposed, ensured the independent nature of the evaluation work, regularly reviewed progress, and provided guidance throughout the performance of the evaluation. At the end of the evaluation process, the IEC presented the evaluation report to the Board.
This external evaluation would not have been possible without the extensive time and effort put in by many PMNCH members, through responding to questionnaires, taking part in interviews, and generally providing constructive feedback throughout the evaluation process. The Board expresses its gratitude to all who were involved and therefore contributed to strengthening the Partnership’s ability to continue to work on improving the health and well-being of women and children around the world.
