Overview

By Care

CARE’s Community Score Card© (CSC) is a citizen-driven accountability approach for the assessment, planning, monitoring, and evaluation of public services. The guide is dated from 2013 while content is based on experience in Malawi dating from 2002. The approach facilitates good governance through promotion of participation, transparency, accountability and informed decision-making. The “theory of change” underlying the CARE’s governance work is as follows: If citizens are empowered, if power holders are effective, accountable and responsive, if spaces for negotiation are expanded, effective and inclusive, then sustainable and equitable development can be achieved. Change needs to take place and be sustained in all three domains to achieve this impact. There are risks that it can create demands beyond the management interests of service providers.
